1. 中化建國際招標有限責任公司（以下稱為“招標代理機構”）受海洋石油工程股份有限公司（以下稱為“招標人”）委托，就流花
16-2總包項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：
CNCCC International TenderingCo., Ltd. (hereinafter referred to as “the Tendering Agent”),entrusted by Offshore Oil Engineering Co.,Ltd.
(hereinafter referred toas “Tenderee”), intends to purchase the Goods and the relevant services requiredunder the project of LH16-2 EPC
Project by InternationalCompetitive Bidding. The Bidders are kindly requested to provide the followingGoods and services with sealed bids.

境外：CIF中國天津新港或CIP中國天津機場（根據交貨期選擇運輸方式，以滿足交貨期為準）

2. 對投標人的資格和業績要求：

（1）資格要求
Requirements for Qualificationof Bidder
A．投標人提供空壓機制造商有效的ISO9001質量體系認證證書復印件；
The biddershall provide a copy of the air compressor manufacturer's valid ISO9001 qualitysystem certificate;
B．如果投標人為代理商，投標人應得到所投貨物制造商同意其在中國為本次投標提供該貨物的合法正式授權書。
If the bidder is an agent, thebidder shall obtain the legal formal authorization which the goods for thistender in China.
C. 投標人提供制造商有效的電氣設備防護證書復印件。
The bidder shall provide a copyof the manufacturer's valid electrical equipment protection certificate.
D. 空壓機橇應為船用或海洋平臺用型式，并且應由投標人完成檢驗、測試，承諾取得經由海洋石油作業安全辦公室
（COOOSO）授權、認可的任一船級社頒發的檢驗證書。這些船級社有： ABS、DNV、BV、Lloyd's或CCS。
The Air Compressor Skid shallbe marine or offshore platform style, and the bidder shall promise to provideat his own cost arrange
inspection and obtainfinal certificate of the skid from one of the certifying agencies authorized byCOOOSO, such as ABS、DNV
、BV、Lloyd's或CCS.
（2）業績要求（以招標公告為準）：
Performance requirements（Subject to tender notice）：
2015年8月1日前（簽訂合同日期）制造商具有至少2個不同項目空壓機橇銷售和運行業績。每個項目均在海洋環境
（海洋環境指海洋固定平臺或FPSO）且滿足安裝于室外、額定排量≥500 Sm3/h、額定排氣壓力≥1.0MPaG技術要
求的空壓機橇銷售和運行業績。
The manufacturer has at least 2different projects of the air compressor skid sales and operation achievementsbefore August 1,
2015 (the date of signing thecontract).Each project should be in the Marine environment (Marine environmentrefers to Marine
fixed platform or FPSO)and meet the technical requirements of outdoor installation, rated capacity≥ 500 Sm3/hand rated
discharge pressure≥1.0MPaG.
投標人同時提交每個項目的相關業績證明文件需要包括以下三條：
The bidder shall submit thefollowing three supporting documents for each project at the same time：
1.銷售業績證明文件：提供合同復印件，體現項目名稱、合同簽署時間、貨物名稱、使用環境、空壓機額定排量和
額定排氣壓力等內容；
Documentation of salesperformance：Providea copy of the contract, reflecting the name of the project, the date of signingthe
contract, the name of thegoods, the environment for use, rated capacity and rated discharge pressure,etc.;
2.運行業績證明文件：提供設備調試報告、臨時接收證書、最終接收證書、用戶使用證明或第三方證書等之一；
Documentation of operationachievements：Provide one of these document: equipment debugging report, temporaryreceiving
certificate, final receivingcertificate ,user use certificate or third party certificate, etc.;
3.安裝于室外的證明文件：提供空壓機的控制盤和電機IP56的防護證書。
Documentation of outdoorinstallation：Provide air compressor control panel and motorIP56 protectioncertificate.
未提交業績證明文件，或所提供的業績證明文件無法驗證項目名稱、合同簽署時間、貨物名稱、使用環境、
空壓機額定排量和額定排氣壓力、運行時間、安裝于室外，均視為無效業績；
No performance documentation was submittedor the provided performance documentation cannot verify the project name,
contract signing time, goods name,the environment for use，rated capacity and rated discharge pressure, operation time,
the requirements of outdoor installation,all shall be deemed as invalid performance;
如果投標人為代理商，投標人額外提供與制造商簽訂的至少2份空壓機代理合同。
If the bidder is an agent, thebidder shall provide at least 2 air compressor agency contracts with themanufacturer extra.
3. 有興趣的投標人可通過以下方式獲取招標文件：從2018年11月28日開始至2018年12月5日止，請登錄中國海
洋石油總公司采辦業務管理與交易系統（https://buy.cnooc.com.cn）的招標公告頁面進行購買。首次登錄必須先進
行注冊（免費），注冊成功后，方可購買招標文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。
標書費支付成功后，投標人可自行下載招標文件。招標文件每套售價為2000元人民幣或350美元，售后不退。
如未在系統中購買招標文件，不可參加投標。
The interested Bidders may obtain thebidding document by following method: Please login at CNOOC ProcurementOperation
System(https://buy.cnooc.com.cn) on the pageof Invitation for bid for purchasing Bidding Document from November 28, 2018 to
Dec.5,2018.For the first time of login, aregistration (free of charge) is needed and only after successful registration,Bidder can purchase
Bidding documents online. The wholepurchasing process must be operated online and offline payment will not beaccepted. After
successful payment of RMB 2000.00 or USD350.00 for each copy of Bidding Documents which is non-refundable, Bidder may
download the Bidding Documents. Bidderfails to purchase Bidding Documents online is not eligible to bid.
4. 投標文件遞交截止時間和地點：所有投標文件都應附有按規定提交的投標保證金，并于2018年12月19日上午9:30
（北京時間）前遞交至北京市東城區東直門外小街6號海油大廈4樓會議室。在此時間后收到的投標文件恕不接受。
